Well, I asked them by email, and they say it's due to CUPPA (child privacy protection laws for kids under 13) and "state and regional laws that extend protections to anyone under 18", so they're mitigating regulatory risks.

A few of the more interesting things I read here:

  • there are more and more laws requiring some reasonable and some silly things to "protect the children",
  • the protections that the companies build to implement these laws are getting more invasive - instead of figuring out how to do actual protection, they just get invasive and bring other risks in (refering to the recent discord leaks)
  • building software is getting more risky
  • interesting choice by Zed Industries to just ban people under 18, rather then building in extra protections and dealing with all that crap.
